Pioneers used Emmigrant Pass through the cascade mountains to enter the Willamette Valley. In July 1865, the US Congress authorized construction of the Oregon Central Military Wagon Road to travel from Fort Boise to Eugene. Over the years that road was realigned to the north and designated as OR58. A tunnel was also built. In August 1939 when the photo was taken the rock-framed east entrance to Salt Creek Tunnel was under construction and supported by scaffolding. Today the tunnel is undergoing reconstruction to repair the tunnel liner and lower the floor to accommodate larger trucks. Catalog Number GN4492
